I live in England.
The sale of these things started on the 27th of November about, from what I can tell 6am GMT.
I ordered mine at about 7.15 am GMT on the 27th. a mere 40 minutes after the start of the promotion?
And seeing as they are now following through now on shipping invoices, and deliveries.. But are doing mass, and quite disgusting refunds, to thousands of previously happy excited buyers. (I have just been refunded.)
But (and I may be wrong) Are we seeing a pattern here?
It seems (reading through the post of both refunded, and honoured transactions.) -That almost, (if not -> everyone, that has been refunded, no mater when they ordered, after the Very First batch. is outside the U.S.A.
Or if in the U.S, ordered VERY LATE on the 27th. or after.
Meaning that for days now every single person outside the U.S, who ordered after the first (what...) 10 minutes of the promo, had ZERO chance.
And even all our cousins "over the pond" who ordered one, after the 27th, were in the same boat.
And Steam knew this... all the time?
Seeing as SO many of the people sat and spam refreshed the hell out of that page, hour after hour, day after day for the last 2/3 days, and were elated when we finally got one.
And those of use who purchased in the first (about) 40 minutes of the promo starting, in all good faith that Steam would not play us.
And uphold their end of a really important deal.
Ergo =(actually buying hardware off the Steam site for the first time.)
I am really disgusted at this treatment, for myself, and for all you other guys in my "gaming community.
I have read, many the posts over the past few days, and have shared your excitement.
just ridiculous.
Its not the end of the world. But it still really sucks, to be treated like this.

During our recent sale, we mistakenly took more orders for the Steam Controller than we were able to fulfill. As we are no longer producing this product, we are unable to send you a Steam Controller and have refunded your purchase.
You should have already received a full refund of your purchase amount to the payment method that you used. Some payment methods take several business days to show the refunded amount has returned to your account.
We sincerely apologize for the confusion and inconvenience.
